Justin Lee

Justin Lee, is the founder of Jexim and a Master in Public Policy candidate at Harvard Kennedy School (MPP ’27). 

Justin is committed to building longer-lasting roads for communities around the world. That commitment began in high school, when he spent multiple summers teaching English across rural India and saw firsthand what happens when communities lack reliable roads: children miss school, patients struggle to reach hospitals, and villages are cut off from work when the rains come. 

The World Bank estimates that roughly one billion people lack reliable all-season road access. Jexim was built to change that. The company develops advanced road infrastructure materials — polymer-modified asphalt produced from locally available materials, with portable on-site production and end-to-end project management — that can extend pavement life by more than 50%. Jexim has proven and commercialized the technology in South Korea, delivering more than 175 projects to date. 

Today, the company is scaling operations across Indonesia, Bahrain, and the Gulf, including investing in public-private partnership (PPP) infrastructure projects. Jexim’s model goes beyond materials: by originating PPP projects in underserved areas, the company aims to bring capital and infrastructure to communities that conventional delivery models have struggled to reach. 

Through the Social Innovation Fellows Program, Justin is building the governance structures and social impact framework for Jexim’s next chapter: a global company building the foundational infrastructure that enables social innovation everywhere, creating jobs, strengthening local economies, and connecting families.
